Oconee County Sheriff’s Office Arrests Oconee County Man and Woman on Trafficking in Heroin Charge

(Walhalla, SC)--------------------------------------A late Thursday evening traffic stop in West Union by a deputy from the Uniform Patrol Division of the Oconee County Sheriff’s Office led to the arrest of an Oconee County man and woman on a charge of Trafficking in Heroin.


25 year old Kayla Leann Sullivan, who has listed addresses in Seneca and Westminster, and 33 year old Barry Dee Palmer II, who has listed addresses in West Union and Seneca, were booked into the Oconee County Detention Center around 2:01am and 2:29am respectively this morning. Both subjects were also charged with one count of Possession of a Controlled Substance (Ecstasy).


The deputy, on routine patrol, initiated a traffic stop on a vehicle on Highway 11 at Highway 28 due to observed traffic violations. The deputy made contact with Sullivan, who was the driver, and Palmer II, who was a passenger. During the course of the investigation, Sullivan was issued a citation for Driving under Suspension – 2nd Offense and No Proof of Insurance.


Due to reasonable suspicion of illegal activity, and after consent to search the vehicle was denied, a K-9 officer from the West Union Police Department responded to the scene. After deployment of the K-9, the dog alerted to the presence of narcotics inside the vehicle.


Deputies and an officer from the Walhalla and West Union Police Department’s conducted a search of the vehicle, upon which a quantity of narcotics was located inside.


Sullivan and Palmer II were placed under arrest and transported to the Oconee County Detention Center. At this time, both subjects remain in custody at the Oconee County Detention Center after each received a combined $52,000 surety bond.
