Oconee County Sheriff’s Office Arrests Chesnee Man in Sexual Assault Investigation

(Walhalla, SC)-------------------------------------A Chesnee man is free on bond today after his arrest over the weekend on outstanding arrest warrants relating to a sexual assault investigation.

 

22 year old Ruvim N Andrushchenko, of Fairfield Road, was booked into the Oconee County Detention Center at around 1:56am Saturday after being transported from the Spartanburg County Detention Center.  Andrushchenko was served arrest warrants over the weekend on charges of Criminal Sexual Conduct – First Degree and Disseminating Obscene Material.

 

Andrushchenko was given a combined $40,000 surety bond during a bond hearing. 

 

A Deputy from the Uniform Patrol Bureau met with the victim, an adult female, at the Seneca Police Department on September 3rd of this year in regards to a report of criminal sexual conduct.  The Deputy met with the victim and began an investigation, which was turned over to a Violent Crimes Investigator with the Criminal Investigations Bureau.

 

Based upon evidence that was obtained during the investigation, it was determined that Andrushchenko had sexually assaulted the victim at a residence near Seneca on Friday, August 30th of this year.  The victim was physically incapacitated at the time of the assault, according to an arrest warrant, as the victim had consumed alcoholic beverages.

 

According to an arrest warrant, Andrushchenko disseminated obscene material of the victim via Snapchat as the victim was in a compromised state.    

 

The victim filed a report with the Sheriff’s Office after being informed of the video, according to information obtained during the investigation.    

 

The Oconee County Sheriff’s Office is continuing its investigation.  Due to the nature of the crime, and to preserve the victim’s integrity and the integrity of the ongoing investigation, no further information will be released by the Oconee County Sheriff’s Office at this time.
